Four districts serve Fort Drum families, and the line between them can run down the middle of a street. Find yours, then call the registrar. Every number below reaches the office whose job is enrolling your kid.
Find your district
Your town decides it. Registrars can start enrollment before you arrive, with PCS orders as your proof of residency.
Call the School Liaison first.
Your single most important call. The School Liaison helps military families with every part of a school move: enrollment, IEP transfers, high school credits, sports eligibility, and mid-year moves. Call as soon as you have orders, especially if your child has special education needs, is in high school, or is mid-season in a sport.

The four districts, honestly.
Military-connected enrollment tells you how used to PCS families a district is. All four accept remote pre-enrollment. For test scores and school-by-school data, each district's official NYSED report card is the fair comparison.
General Brown CSD

About 40% military-connected enrollment, the highest share of any off-post district here. Staff are accustomed to PCS transitions, and a Military & Family Life Counselor (MFLC) is assigned to the schools. gblions.org

How to enroll
- Download registration forms from gblions.org/central-registration; you can fill them out before you arrive.
- Contact Registrar Michele Groff at (315) 779-2312 or mgroff@gblions.org. Tell her you're a military family PCSing in.
- Pre-enroll remotely under MIC3, using PCS orders as proof of residency.
- Finish in person at Central Registration with your original documents once you arrive.
- Busing is arranged at registration for all students in the district.
Mid-year, IEP, and meals
General Brown is experienced with mid-year enrollment, and the MFLC program helps military kids adjust. Bring your child's current IEP: the district must provide comparable services immediately under MIC3, then build a new plan with you. The district participates in Free and Reduced Price Lunch; the annual application is at school offices or on the district site.

Watertown Family YMCA runs SACC (School Age Child Care) at Brownville Elementary for General Brown families: (315) 755-2005 or sacc@watertownymca.org. Scholarships available.

Serves most on-post housing. About 54% of students are military-connected, and the district receives significant federal Impact Aid because of it. It keeps a Military Families FAQ and staff experienced in PCS transitions. ircsd.org

- Pre-register online at ircsd.org/student-registration with the K-12 Student Registration button, before you arrive.
- Central Registration emails you to continue and schedule anything needed.

- Pre-enroll with PCS orders under MIC3 through the registrar or the School Liaison.

Mid-year, IEP, and meals
Mid-year enrollment is routine here, and MFLCs are available on and off the installation. Bring your current IEP: comparable services start immediately, then a new IEP is developed. The Fort Drum EFMP office and the School Liaison can coordinate before you arrive. Menus and free/reduced meal applications are on ircsd.org.
Before and after school
On-post families can use the Fort Drum School Age Center for grades K-5 before and after school, and grade 6 before school. Register through Parent Central Services at (315) 772-6518. Fee-based with an income sliding scale.

Carthage CSD

Covers the east side of the installation (Rhicard Hills on-post housing) and the Carthage community. About 15% military-connected enrollment, and the district is accustomed to PCS moves. carthagecsd.org

How to enroll
- Get forms from any school office or by email at data@carthagecsd.org.
- Return them with documents by mail, email, fax, or drop-off; remote registration is accepted.
- Pre-enroll before arriving under MIC3: email your PCS orders to data@carthagecsd.org.
- Your child's school then contacts you about teacher, transportation, and orientation.
- Bus stops, times, and routes arrive through ParentSquare starting late August.
Mid-year, IEP, and meals
Carthage accommodates mid-year enrollment for military families. For an IEP or a possible special education need, call Pupil Services at (315) 493-5067; comparable IEP services are required at enrollment under MIC3. Carthage participates in the Community Eligibility Provision: every student eats breakfast and lunch at no cost, no application needed.

Watertown City SD

The largest district in the area, serving the city of Watertown. It receives Department of Defense Education Activity (DoDEA) grant funding for academic programming, transition services, counseling, clubs, and special education for military-connected students. watertowncsd.org

Mid-year, IEP, and meals
Watertown accepts new students all year and uses its DoDEA funding for transition programming and counseling; reach the school-based MFLC through your child's principal. Bring your current IEP to the Special Education department; comparable services start immediately. Apply for free/reduced meals through the district; menus are on the Food Service page, and My School Bucks handles online payments.

YMCA SACC runs at Knickerbocker, Ohio, North, Sherman, and Wiley: (315) 755-2005. Cornell Cooperative Extension 4-H also runs after-school programs.

Six rights the law already gave your kids.
New York adopted the Interstate Compact on Educational Opportunity for Military Children (MIC3) in 2014. These are not favors to negotiate. They are rules the district follows.
Enroll them now, before you move.
Districts must allow preliminary enrollment without charge using PCS orders as proof of residency, even before you arrive.
They keep their AP and honors seats.
If your child was in AP, honors, or gifted programs, the new school must honor that placement if an equivalent exists. No repeating coursework.
The IEP follows them, day one.
Schools must provide comparable services from your child's existing IEP immediately, then work with you to develop a new one.
They can still make the team.
Eligibility for extracurricular activities and sports tryouts cannot be denied because of transfer timing or enrollment dates.
They graduate on time.
Principals can accept equivalent courses from your prior school in place of New York requirements, so your child graduates with their peers.
No waiting on paperwork.
Unofficial records must be accepted for enrollment. Sending schools must process official records within 10 business days of the request.

The Fort Drum School Age Center offers before- and after-school care for grades K-5 and before-school care for grade 6, with sports, fitness, arts, life skills, and Boys & Girls Club and 4-H partnerships. Summer camps and hourly care cover school vacations.
